  • President Tsai on 2016/08/16 summoned economic strategy towards overseas, formally announced the (New Southbound Policy), making this policy as of the major strategic tool towards overseas economic advancement, for new stage of economic advancement, need to look for new direction and new drive force, and to reposition Taiwan in its role in the development in Asia, creating future values. Executive Yuan on 09/05 announced (New Southbound Policy promotional plan).
  • New Southbound policy promotional plan will expand ASEAN, South Asia, New Zealand and Australia including talents, capital, technical expertise, culture, educationexchange, creating new mode of cooperation that is mutual benefit gradually achieving (Economic interdependence) Target

Ministry of Education- Deputy minister Chen Liang Chi:NT$ 1 Billion budget in promoting education for New Southbound policy, on the year 2019 ASEAN students shall reached 58K

  • Currently there are 28,000 ASEAN students in Taiwan, Ministry of education Mr. Chen Liang Chi announced,will use the NT$1 Billion budget to promote「Education in New South bound」,will add more scholarship programs for ASEAN students in the future, Opening college course「foreign students OJT training program」& digital learning curriculum.
  • Chen Liang Chi express, will use the NT$ 1billion to promote (education for the new southbound policy), 720 million will be for recruiting students from ASEAN countries (100 million for scholarships),another 280 million for Taiwan & ASEAN instructors, research exchange program. On 2015 ASEAN students in Taiwan is 28K, estimate a 20% growth each year, estimated on 2019 a growth of 58K students
  • Aside from above mentioned, starting 2019, Ministry of education ask Taiwan universities to open 40 classes (foreign student OJT program) ,each class 40 students, combining On the job training opportunity, attracting more ASEAN students to study in Taiwan. Local universities will also conduct 10 to 15 digital learning course,enabling ASEAN overseas Chinese and local students online distance learning (MOOCS).

Degree course features & regulations

  • Maximum of 40 students per class.
  • Senior High graduate or equivalent
  • For freshman need to undergo basic classroom theory, Mandarin lessons and other inside the classroom activities. Outside classroom OJT program generally will start during the 2nd year level(But with flexibility if the need arises school can school can indicate in the program and subject for approval by the Ministry of Education.) (Working hours with the exception of summer and winter break, each week is limited to 20 hours)
  • Lession plan for the ratio of classroom and practical application will depend on the feature of the course selected
  • After completing certain amount training hours and passing the exam, as per regulation shall award degree to the students.
  • For lecture time Each unit should have completed 18 hours.

Degree Program Significance & Regulations

Application of Establishments and its qualifications

【Important points for applying & evaluation of subsidy by Ministry of Education to schools conducting international OJT program 】

  • 1. Signing agreements with Establishments(company), it’s content should include mutual rights & obligations of both parties, including mutual goals on training talents via OJT program, providing venue for practical application, disputes resolution and hiring top performing students as regular employee and other related issues.
  • 2.Indicate clearly the partner Establishments(company) current business status (including capital investment, employee & students related equipment & space plan).

【Secondary OJT program collaboration implementation and students welfare policy】

  • OJT program host should comply with the following:
  • 1.Should be legally applied and registered with the government.
  • 2.Possesses competent relevant course and training as well as equipment with the industry.
  • 3.Training venue should comply with the safety and sanitary standard according to the Dept of labor policy.
  • 4.Non compliance of Article 32 Section1 or Article 35 cannot participate the O.J.T. program.
  • 5.No violation of labor law within the recent past 2 years.
  • 6.Termination of contract of employees according to Labor Article 11 should not exceed 10% of the total no. of employees within the recent past 2 years.
  • 7.Should not be in the business of manpower agency.Above mentioned no.3,5 to 7 need to show proof of documentation, scope,defintion & related rules to comply, according to the central government and ministry of labor policy.

OJT collaboration process flow

  • Upon graduation of secondary/higher vocational education school will provide council and guidance for student to enter Taiwan for the OJT program
  • Application from local representative office and submission of required documents: Diploma, Parental Consent and other related documents
  • Local representative office will evaluate the qualification of students, upon approval will be granted admission to Taiwan
  • Arrival of students in Taiwan
  • Application of admission, arranging for medical examination, on the job training, culture, education, accommodation
